The cover is a painting by Jim Keays (who still paints today) when he was going through his surreal period. He was inspired by the 'Ugly' King Crimson cover for "Court of the Crimson King". He didn't like his painting much, but the rest of the band insisted it be used. In hindsight it probably would have been better, sales wise, to go with a more conservative cover.
